Descriptive song not a prescriptive song

Rodriguez once said that 
Sugar Man is a descriptive song not a prescriptive song.
But I don't think so, a descriptive song is descrptive in words, but a descriptive song can be prescrptive in music.
 
Sugar Man is prescriptive.
When we listen to the song, 
its beautful melody comforts you,
yet it can at the same time give you a feeling of horrowness
when it is telling you about the story of the people who want to take drugs.
It surely remind you not to take drugs as
it cannot save you from miserable life at all!
